Purpose:  This process describes how the USACE team (GD, COS, MSC, HQ) and the IMCOM/ACOM functional proponent participate and review proposed changes to facility Army Standard (AS) functional relationships and operational requirements. Waivers to the AS are initiated by the Installation and/or the User. Changes to the AS can appear to be small or unimportant; however, they can have significant or profound impact on functional or operational intentions. Approval of waivers to the AS is not within the purview of USACE. Proposed variances must be approved by the Army Facility Standardization Committee (AFSC). After coordination with the Facilities Design Team (FDT) and COS who consider the technical and long-range impact to operational and functional requirements. The AFSC provides a recommendation to ACSIM for their approval. A lengthy review and approval timeline should be expected because the waiver approval authority is outside of USACE channels.

Process:

  1. If there is a desire/potential to deviate from the Army Standard for a particular project, the Installation requests a waiver to the Army Standard for a particular project. This request is submitted to the Geographic District (GD) and the PDT. This request can be an Email request, with sufficient technical information to evaluate the proposal. The email request must be sent to the appropriate COS Program Manager by the Project Manager or higher at the GD, or the Garrison Commander at the installation.

  2. The GD notifies the COS and the COS determines if the change actually requires a waiver to the Army Standard, or if the deviation is within the approved Standard Design. If the COS determines no waiver is required, the changes could be incorporated into the project design.

  3. If the COS determines a waiver to the Army Standard is required, they will prepare a COS Position Statement form that outlines the result of the COS evaluation. This COS Position Statement shall be sent to the GD, who forwards to the Installation.

  4. The Installation prepares a Army Standard Waiver Request package per the instructions in AR 420-1, Appendix G4. This waiver package will be provided to the IMCOM Region to coordinate with the appropriate ACOM. If both parties agree, then the IMCOM Region submits the waiver request package to HQIMCOM for endorsement. One copy of the final package will be forwarded to the GD, COS, GDMSC, and the GD RIT for information.

  5. HQIMCOM endorses the waiver request to OACSIM. OACSIM sends the waiver request to the FDT for review and recommendation. The COS will be contacted for input as part of the FDT review and recommendations. The FDT provides recommendation to the AFSC.

  6. The AFSC reviews the waiver request and the AFSC recommendation is provided to the ACSIM, who will officially announce the final determination. Once the final outcome is received at the HQ USACE, the GD-RIT will inform the GD of the decision through channels.

  7. Waiver Results will be analyzed by the COS and the FDT for impacts on the Army Standard and the Standard Design. Changes will be incorporated accordingly.
