MILCON Design-Build on the MRSI Wizard

The MILCON Request for Proposal (RFP) Scope of Work (SOW) Wizard is designed to assist a project design team (PDT) with preparing the 01 10 00 Scope of Work specification section for inclusion in a design-build (D-B) RFP. The MILCON D-B RFP Wizard is specifically designed for projects utilizing a standard design managed by a Center of Standardization (COS) but can also be used for unique facility types. The MILCON D-B Wizard will automatically pull in general criteria managed by Headquarters U.S. Army Corps of Engineers (HQUSACE), facility-specific criteria managed by a COS, and project-specific criteria input by the PDT. Upon completion of the 01 10 00 Scope of Work, users will be able to generate a pdf for insertion into a complete RFP package.

  1. Updated Content and Formatting: Aligned with the requirements of UFC 1-300-02, the MRSI Wizard boasts refreshed content and formatting to enhance the RFP development process.
  2. RFP SOW Wizard Benefits:
    • Consistent Format: Ensures a uniform structure for RFP Statement of Works, facilitating accurate submissions by prospective contractors.
    • Compliance Assurance: Guarantees adherence to criteria and Army Standards throughout design authoring, reviews, contract awards, and facility delivery. Supports the ability to make swift updates to all future RFPs with one model change.
    • Timely Updates: Criteria updates by USACE Centers of Standardization (COS), SRM, and Operations and Maintenance (O&M) subject matter experts can implement new policies and best practices in the field.
  3. Web-Based Application: The RFP SOW is generated through a user-friendly, web-based application that provides standardization while allowing users to tailor project and facility-specific Scopes of Work (SOW) with simple prompts.
  4. At this time, templates are available for the following facility types:
    • Advanced Individual Training Complex
    • Basic Training and One Station Unit Training Complex
    • Permanent Party Unaccompanied Housing
    • Unit Supply Support Activity Facility
    • Additional facility types coming soon

To Create a MRSI Wizard Account:

  1. Create a Login.gov (external site) account using your official work email*.
  2. Log into the Wizard using this link (or the Wizard image to the left of this text).

*AE Firms and other non-government users: After creating a login.gov account, non-government users must then send an email to the MRSI Support Team to provide a government point-of-contact and demonstrate a valid requirement for an account. Please be sure to send this email from the email address you registered with login.gov.
