What are the MRSI Home Page and MRSI Wizard application?
MRSI Home Page (a.k.a. this web site)
This page is part of the MILCON Requirements, Standardization, and Integration (MRSI) Home Page, which presents Military Construction policy, regulations, standards, and designs to the Corps’ construction community for planning, design, and execution of the Corps’ facility acquisition process as needed to build and maintain the Army's vast facility infrastructure. This site is part of research initiatives conducted at the Construction Engineering Research Laboratory (CERL), the Illinois site of the Engineer Research and Development Center (ERDC) and is the gateway to and support site for the MRSI Wizard.
MRSI Wizard
The modern, third-generation MRSI Wizard is an adaptable, web-based platform designed to streamline the development of standards-compliant documents. Currently we are focused primarily on documents for military construction planning and acquisition, but other mission areas are easily supportable and are expected to be available in the future. The MRSI Wizard currently supports the following capabilities of general interest to the USACE construction community:
MILCON Design-Build on the MRSI Wizard: This wizard capability allows users to create a standardized Scope of Work (SOW) as part of a Request for Proposal (RFP) for new Military Construction (MILCON) projects. If you are developing an RFP or SOW for new construction, then this is the tool you need. The MRSI Wizard supports the Army Standards and USACE Standard Designs for standard facility types. If your project is NOT new construction (but instead something like repairing or replacing existing infrastructure) then this is likely NOT the right tool for your project: Please see the information posted below about the legacy Small Projects Wizard for those types of projects, or visit the Small Projects Wizard page on this site.
MCA Code 2 on the MRSI Wizard: If you are interested in pre-construction planning as part of the Army MILCON Code 2 process and the generation of the Parametric Design Report (PDR), then you are likely looking for this wizard capability: which was created to directly replace the old PDRS Wizard.
What is the classification of the MRSI Home Page and MRSI Wizard application?
The MRSI sites are approved to handle only unclassified documents: Only content appropriate for public release should be posted to either system.
Which web browser should I use?
Both the MRSI Home Page and third-generation MRSI Wizard should be compatible with any modern web browser.
(Please note that our legacy, Click Once™-based wizards have different browser requirements: see the FAQ for the MRSI legacy applications section below.)
Do I need an account?

MRSI Home Page users do not need accounts to browse the content on the website. All content on mrsi.erdc.dren.mil is released for public use to aid in the construction of Army facilities. Do note, however, that some linked external sites may require login credentials.

MRSI Wizard users will need accounts to access the wizard: please see the “How do I create an account for the MRSI Wizard” FAQ item below on how to do that. Non-government users must provide a government point of contact and demonstrate a valid requirement for Wizard access to obtain an account.
How do I update content I am responsible for on the MRSI Home Page?
- Maintainers responsible for content on the MRSI Home Page should send revisions to their content (prose, images, library files, etc.) with specific instructions on what they want done to the MRSI Support team at mrsi_support@usace.army.mil to get them posted to the site.
How do I create an account for the MRSI Wizard?
In order to use the capabilities within the MRSI Wizard, you will first need to create an account through Login.gov, if you do not already have one. (If you already have a Login.gov account you can skip the steps given in the bulleted list below to create one.)
On the MRSI Wizard login page, you will see text prompting you to create a new Login.gov account. To do so:
- Click the Login.gov link
- Enter your primary work (preferably government**) e-mail address into the prompt box
- Click the check box to accept the Login.gov rules of use
- Click the 'Submit' button.
Once you have verified your email address, you are ready to log in to MRSI Wizard. Proceed to the MRSI Wizard Login page and select the red button which reads, "I already have an official account - Let’s Get Started!" From there you will be prompted to use your Login.gov account to access the MRSI Wizard.
*NOTE* While creating a Login.gov account, you may be presented with the message "This email address is already associated with an account" when trying to enter your email address. This message indicates that you already have a Login.gov account for that email address. If you have forgotten your Login.gov credentials for this account, please proceed to Login.gov and select "Forgot Password" from the Login.gov login page to recover your account.
**AE firms and other non-government users: If you have a non-government email address, an extra step is required after creating a Login.gov account to obtain MRSI Wizard access:
- Non-government users of the MILCON Design-Build on the MRSI Wizard capability must send an email requesting Wizard access to the MRSI Support Team at mrsi_support@usace.army.mil. Please include your government point-of-contact and demonstrate a valid requirement for Wizard access in your request.
- Non-government users of the MCA Code 2 on the MRSI Wizard capability must send an email requesting project assignment to the Code 2 Review Team at DLL-CELRL-Code-2-Review-Team@usace.army.mil with contact info for the user firm's USACE POC who will confirm the need for project assignment. Please also include Project Number, Project Location, and Project Title for the project to which you wish to be assigned in your request.
- In all cases, please be sure to send the request email from the email address you registered with login.gov.
How do I add an additional authentication method to my Login.gov account?
The first time you log in to a new Login.gov account, you will be prompted to add additional authentication methods. You may select your preferred method of 2-factor authentication from the list seen here:

Government Employee ID, such as a PIV or CAC

Authentication Applications (such as Google Authenticator, Authy, Ente Auth, etc.) that provide a multi-factor authentication code

Text or Voice Message via a cellular device (not recommended, encourages SIM Jacking)

Physical Security Key that may be connected directly to your device

Backup Codes (recommended only as a last resort)
Why can I not see my project in the projects list?
Initially, there will be no visible projects unless someone within your organization has already shared an existing project with you. New projects may be started by clicking the "New Project" button in the upper right-hand corner of the projects page. The wizard will then prompt you to select your desired project type. Currently, the MILCON Statement of Work is the only project type available to create without administrative approval. Once your project is created, you will be routed back to the projects page within the wizard. To begin editing, click the folder button on the left-hand side that reads "Open."
I get an error when signing into the MRSI Wizard.
Please record as much information as you can about the error (screen shots work well for this) and send that information to us along with a description of what you were doing in the system at the time the error occurred to mrsi_support@usace.army.mil.
FAQ for the MRSI legacy applications
Are the older Wizard applications still available?
Yes and no, but mostly no:

The legacy MILCON D-B Wizard application has been deprecated and replaced with MILCON Design-Build on the MRSI Wizard.

The legacy PDRS Wizard application has been deprecated and replaced with MCA Code 2 on the MRSI Wizard.

Our legacy Small Projects Wizard is still available while we work with the BUILDER™ team on its successor. The Small Projects Wizard was created to work with BUILDER™'s Uniformat II data for repairing or replacing systems and components. If your project does not involve repairing and/or replacing systems and components based on the Uniformat II classifications, then this tool doesn't provide any advantage.
Which web browser should I use to access the Small Projects Wizard?
While this MRSI Home Page and the third-generation MRSI Wizard should be compatible with any modern web browser, the Small Projects Wizard (SPW) requires that you use Microsoft Edge to launch the application. SPW was developed using Microsoft's Click Once™ technology for the deployment of the application to your desktop. Neither Chrome™ nor Firefox™ support this technology natively, so you must use Microsoft Edge™ to start the Small Projects Wizard.
What if the Small Projects Wizard cannot be started or locks up?
Our Small Projects Wizard is delivered as a Microsoft Click Once™ application and is installed on your computer in a private sandbox to protect your cyber security. There are some problems that sometimes arise with this older technology to be aware of:
Some organizations may block Click Once™ applications from executing:
You will usually get a message that says the application failed to run or open. There is probably a "Details" button that when clicked will open up a dialog with more information. Please click the dialog to activate it, select and copy all of the message text, and send that text to us for confirmation or further diagnosis.
If you're on an Army network (such as one at an installation) Click Once™ is probably blocked by policy and you will not be able to run the application.
If you're on the USACE CorpsNet, they have added an exception to policy that allows our application to run. If our application doesn't work for you, please contact our support team for assistance.
If you've successfully used the application recently but are having problems now:
Sometimes the security sandbox becomes corrupted and needs to be cleared. No project data will be lost by clearing this cache, but you will be required to download a fresh install of our application afterwards.Steps to clear the Click Once™ cache:
Note that this will clear all Click Once™ applications from your computer. Unless you know specifically of other Click Once™ applications having been installed on your machine, this should not be a problem.
Open a Command Prompt. A quick way to do so is to hold down both the Windows key and the letter "r" to open the Run dialog. Then type "cmd" (no quotes) into the Run dialog once it appears and press "Enter" to start the Command prompt.
Type or copy/paste the following command (less quotes) at the command prompt and hit enter:
"rundll32 dfshim CleanOnlineAppCache"Go to the Small Projects Wizard page and click the link to download and start the SPW. It should run as expected now.
